Regulatory Update: Indonesia’s Risk-Based Licensing Framework
On 5 June 2025, the Indonesian Government enacted Government Regulation No. 28 of 2025, revoking Government Regulation No. 5 of 2021 on the Implementation of Risk-Based Licensing. This regulation brings major updates to the business licensing landscape, most notably by streamlining all licensing processes through the Online Single Submission (OSS) system as the centralized platform. With OSS now serving as the single access point, business actors will engage directly with the system, while inter-agency coordination occurs seamlessly in the background.
